The Zoning Ordinance, adopted in 1995, regulates how land may be developed within the Town. It addresses: zoning districts and respective provisions, special use permits, street access, signs, off-street parking and loading requirements, nonconforming situations, administration and enforcement, zoning permit application & issuance, certificate of compliance, violation and penalties, Board of Adjustment, text amendments, Planning Board, mobile home parks, etc.

The Subdivision Regulations, adopted February 14, 1991 establishes the minimum standards for the subdivision of land in and around the Town. The ordinance provides for the orderly development of the municipality and its environs; for the coordination of streets with other public facilities; for the dedication and reservation of rights-of-way for street or utility easements; and for the distribution of population and traffic in order to avoid congestion and overcrowding; and which will try to create conditions essential to the public health, safety and welfare.

Building Inspection Services
Through an Interlocal Cooperation Agreement for Building Inspection Services with Harnett County, the County Inspection department provides building inspections services for the Town of Coats including, but not limited to enforcement of; State and local laws and ordinances and regulations relating to the construction of buildings; the installation of facilities as plumbing systems, electrical systems, heating systems, refrigeration systems and air conditioning systems; the maintenance of buildings in a safe, sanitary and healthful condition, etc..
Per the agreement, no building permit can be issued for any construction, repair, or improvement to any land or structure within the Town of Coats unless a zoning permit has been issued or comparable approval has been given by the Town of Coats Planning & Zoning Department.
